United Nations Security Council Resolutions on Angola (Lifted)

UNSC Resolution 864 (1993) dated 15 September 1993 imposed an oil and arms embargo on the National Union for the Total Independence of Angola (UNITA) (para.19). It also set up a Security Council Sanctions Committee.

UNSC Resolution 1064 (1996) dated 11 July 1996, UNSC Resolution 1075 of 11 October 1996 and UNSC Resolution 1087 of 11 December 1996 re-affirmed the obligation of all states to implement fully the provisions of paragraph 19 of Resolution 864 (1993).

UNSC Resolution 1127 (1997) dated 28 August 1997 imposed further sanctions on the National Union for the Total Independence of Angola (UNITA) including prohibiting of insurance, engineering, servicing and supply of or making available in any form, any aircraft or aircraft components to the territory of Angola other than through named points of entry on the list supplied by the Government of Angola to the Committee created pursuant to resolution 864 (1993). The foregoing measures do not apply to cases of medical emergency or to flights carrying food, medicine or supplies for essential humanitarian needs as approved in advance by the Committee.

Under paragraph 7 of this resolution, these measures were to come into force on 30 September 1997, unless the Security Council decided that UNITA had taken concrete and irreversible steps to comply with all the obligations set out within the Resolution.

UNSC Resolution 1130 (1997) dated 29 September 1997 postponed, until 30 October 1997, the coming into force of the measures specified in paragraph 4 of Resolution 1127 (1997).

UNSC Resolution 1135 (1997) dated 29 October 1997 confirmed that the measures specified in paragraph 4 of resolution 1127 (1997) come into force on 00.01 EST on 30 October 1997 in accordance with paragraph 2 of resolution 1130 (1997).

UNSC Resolution 1149 (1998) dated 27 January 1998 and UNSC Resolution 1157 (1998) dated 20 March 1998, both reaffirmed the Council's s readiness to review the measures specified in paragraph 4 of resolution 1127 (1997) or to consider the imposition of additional measures in accordance with paragraphs 8 and 9 of resolution 1127 (1997).

UNSC Resolution 1173 (1998) dated 12 June 1998 imposed yet further sanctions on the National Union for the Total Independence of Angola (UNITA) including the freezing of assets, prohibiting the importation of diamonds from UNITA held areas, the sale or supply of equipment used in mining or mining services, motorized vehicles or watercraft or spare parts for such vehicles, or ground or waterborne transportation services to the territory of Angola other than through named points of entry. These additional sanctions were due to come into force on 25 June 1998, but were subsequently postponed until 1 July 1998, as per UNSC Resolution 1176 (1998) dated 24 June 1998.

UNSC Resolution 1448 (2002) dated 9 December 2002 decided that all remaining sanctions would cease to have effect, and that the Sanctions Committee set up to review the Angola sanctions would be dissolved immediately.
